Kenaikan Tariff Elektrik ke Atas Pengguna Domestik

Announcement on the Increase in Electricity Tariff in Peninsular Malaysia Due to the Revision of Natural Gas Price, Revision of Base Tariff & Implementation of Feed-In-Tariff (FiT) for Renewable Energy (RE)

Tenaga Nasional Berhad (TNB) wishes to inform that the Government today has announced that the natural gas price to the power sector will be increased from RM10.70/mmBTU to RM13.70/mmBTU effective from 1st June 2011. As a result of the gas price increase, TNB's gas bill will increase by about RM1.5 billion per year. Due to the gas price increase, TNB will have to increase the electricity tariff to cover for the additional cost. The increase in natural gas price is based on the Government natural gas pricing mechanism in which the price is reviewed every six (6) months in tandem with the market price trend.

The Government has also agreed to TNB's request to increase its base tariff by 2%. This base tariff increase is to cater for the increase in the cost of electricity supply since the last base tariff review in 2006, due to the following:

Consumer Price Index (CPI) increase of 14% from the period 2006 to 2011;
Increase in capital expenditure;
Increase in maintenance cost (O&M) of about 19% in the same period; and
Increase in cost of raw materials for electrical supply equipment.

In line with the Renewable Energy (RE) Act which was passed in April 2011, the Government will impose 1% as Feed-in-Tariff (FiT) for RE Fund, effective 1st September 2011. The fund will be utilised for promotion and development of RE projects and initiatives and will be managed by Sustainable Energy Development Authority (SEDA) under the Ministry of Energy, Green Technology and Water.

In summary, the major features of the new electricity tariff rates are as follows:-

Average tariff will be increased by 7.12%. The increase is contributed by:

Average 5.12% increase due to the 28% upward revision of natural gas price to the power sector from RM10.70/mmBTU to RM13.70/mmBTU; and

Average 2.0% increase to partly recover for the increase of electricity cost of supply since June 2006
Industrial consumers will experience an average increase of 8.35% (ranging from 6.2% to about 10%)
Commercial consumers will experience an average increase of 8.35% (ranging from 6.2% to about 8.35%)
Domestic consumers - The rate for Lifeline Band (i.e. monthly consumption of up to 200kWh) is maintained at a subsidised rate of 21.8 sen/kWh (i.e. no tariff increase). This rate has never been reviewed during several tariff reviews since 1997;

Consumers using 300kWh per month and below will not experience tariff increase;

Hence, no tariff increase to 75% of the household consumers (4.4 million consumers);

No tariff increase for Lifeline Band (3.3 million consumers)
No tariff increase for 201-300 kWh band (1.1 million consumers)
Special Industrial Tariff (SIT) consumers will experience an increase of about 10%. This is in line with the Government's effort to gradually reduce subsidies to industries. Even with this increase, SIT consumers will continue to enjoy discounted tariff rates as compared to the rates for normal Industrial consumers; 

The 10% discount on electricity bills currently enjoyed by Government schools, Government institutions of higher learning, places of worship and welfare homes registered with the Government is maintained. The 10% discount will also be extended to educational institutions partly-funded by the Government;

Thermal Energy Storage (TES) consumers will enjoy higher discount for off-peak electricity consumption. In addition, 'Standby' charge for Co-generators will be reduced to encourage Green Technology, Energy Efficiency and Demand Side Management (DSM) initiatives;

Water treatment, water distribution and sewerage companies to be categorised under Industrial Tariff; and
The electricity rebate by the Government for Domestic consumers with monthly bill of not more than RM20 will be maintained until December 2011.

Fuel Cost Pass-Through (FCPT) Mechanism

The Government will also introduce a Fuel Cost Pass-Through (FCPT) mechanism for the power sector. Under the FCPT, the fuel cost will be reviewed every six (6) months and any changes (upward or downward) in the fuel cost due to the fluctuation in the fuel prices (namely gas, coal and oil) will be passed through in the end-user tariff.

nampaknya kena gakla bayar tambahan elektrik nih..tetambah plak aku guna aircond kat rumah. utk yg tak guna aircond rasanya takde kenaikan kot. since nanti diorang nak introduce pass through mechanism mcm kat spore, harap2nya bila kos operasi turun, tariff pun turun la kan, jgn buat2 senyap je.

setelah dgr rumours sana sini pasal boss tnb nih, finally dpt extension 1 year kat tnb. at the same time internal people dilantik menjadi executive director pulak maybe sbg persediaan nak jadi new boss next year kot. so more speculation next year la kan.

Nampaknya ini tahun kedua Malaysia secara officialnya participate dalam kempen Earth Hour. Tahun 2009 dianggarkan seramai 5 juta penduduk Malaysia participate dalam kempen Earth Hour nih. So this year harap2nya ramai lagi yg akan turut serta.

Yg lagi pentingnya kempen Earth Hour bukan setakat utk disambut setahun sekali je tapi perlu diamalkan secara konsisten demi kesedaran kita untuk menyelamatkan bumi nih. Kalau ditengok perubahan cuaca yg semakin tak menentu skrg ni mmg scary la kan.

So cara yg paling mudah dan simple adalah dengan menggunakan elektrik secara berhemah secara konsisten.

nampaknya tak jadi naik tarif buat skrg nih...lega la kot ek..kalau naik pun 4%
tak sure plak akan affect golongan mana..ke semua

harap2 bila gomen announce naik tarif sure saham tnb naikkan

will be more helpful utk org yg bagi sewa rumah dia so that dia boleh monitor kalau2 penyewa tak bayar bil letrik diorang..takut2 nanti diorang cabut tuan rumah pulak kena tanggung kan..

Minister Pooh-poohs Power Shortage Talk

KUALA LUMPUR: The Ministry of Energy, Water and Communications has dismissed suggestions that the country will face a shortage of electricity by 2012 due to a structural problem in the industry.

Its minister Datuk Shaziman Abu Mansor said that Tenaga Nasional Bhd (TNB) has more than enough power and has been bogged by high reserve margins.

“Malaysia has sufficient power. In fact, TNB has more than enough power to supply the country. They have been complaining that the capacity charge has burdened them because they have to pay for unutilised power and that’s why we plan to bring down the reserve margin to around 20% in the next five years,” Shaziman told The Edge Financial Daily recently.

He said that the reserve margin would increase from the current 42% to 47% upon the completion of Jimah Power’s plant in Port Dickson next year. The coal-fired plant with a capacity of 1,400 megawatts (MW) will add to the country’s total installed capacity of more than 20,000 MW. A reserve margin of 47% means that almost half of the capacity lies idle.

Shaziman said that a committee in the ministry, Jawatankuasa Bekalan Elektrik, reviews the energy demand every six months and it was aware of the power supply situation in the country.

“With what we have now, even though we do not do planting, we will have sufficient power supply even until 2013. The only thing we need to do is to strengthen our transmission lines if we are to bring down our reserve margin to 20%. It is not alarming at all,” Shaziman said in response to a recent statement by Khazanah Nasional Bhd managing director Tan Sri Azman Mokhtar that the structural problem in the industry may result in a power shortage by 2012.

Describing the structural problem as a “time-bomb”, Azman said it could result in a power shortage and alluded that it could possibly cause the collapse of TNB.

The structural problem is that TNB is unable to pass on the full cost of generating the energy to consumers while it pays the full rate to independent power producers under the cost-pass-through formula. The problem is particularly telling now as TNB’s dependence on power from coal-fired plants is increasing because of the lack of natural gas.

Tenaga buys the coal at market prices but is unable to pass on the full cost to consumers.

Industry observers concur with Shaziman, saying they do not foresee any power shortage in the country.

“There are more projects coming up to provide power to the country, such as Jimah, Bakun Hydroelectric Dam as well as the upgrading of the Tuanku Jaafar Power Station in Port Dickson. Where is the shortage?” Shaziman asked. The Port Dickson plant is capable of generating 750 MW.

In addition, TNB has plans to build two hydroelectric power plants in East Malaysia.

“TNB is going to call for tenders. Also, because of the global economic slowdown, the demand for power will drop. With the government’s effort to bring down the reserve margin by 2012, I really don’t see any possible power shortage,” he said.

Demand for power grows in tandem with the economic growth of a country. Typically, the demand growth is 8% when economic growth is healthy. But considering that the economic growth is only expected at 4% next year, demand is also expected to come down.

Shaziman said the ministry’s only concern was to get a viable energy fuel mix for generation, with emphasis on hydropower.

“We will be bringing in 2,000 MW (of power) from Bakun (hydroelectric) project, and there is no urgency to plant up new coal plants,” he said.

He expected hydropower to play a more prominent role in the country’s generation mix, with its share expected to increase from 5% this year to 35% in 2030 in the peninsula. Apart from hydropower, electricity is also generated in coal- and gas-fired plants.

“By 2030, we estimate that hydroelectricity will account for about 35% of our generation mix,” Shaziman said. Among the projects coming onstream by then are the Murum dam (940 MW), Baleh dam (950 MW) and Pelagus dam (770 MW) in the upper reaches of the Rejang River in Sarawak.

“The Sarawak state government has already awarded the construction of the Murum dam to a successful bidder with an expected completion date of 2013. For the Baleh and Pelagus dams, feasibility studies are being conducted,” Shaziman added.

The power from Sarawak is to be transmitted to the peninsula via a multi-billion-ringgit submarine cable, construction of which has yet to begin.

Windfall Tax Removal Will Benefit Bond Market, Says IPP Association

KUALA LUMPUR, Sept 11 (Bernama) -- The government's move to scrap the windfall profit levy on independent power producers (IPPs) will have an immediate positive impact on the country's bond market as producers can now raise financing without facing higher interest.

IPP Association President Dr Philip Tan said removal of the windfall profit levy was good for the people who issued bonds to raise capital or financing projects such as those in the infrastructure and power sectors.

"This will also lend some support to the IPPs which are listed on Bursa Malaysia. It is good for the country as the perception on Malaysia will be better with the windfall tax out of the way," he told Bernama.

Tan also welcomed the government's move to re-look at restructuring of the electricity supply industry as the energy supply sector would be more efficient and more competitive.

Meanwhile, Bank Islam economist, Azrul Azwar Ahmad Tajudin, said although the move to discontinue the windfall profit levy on IPPs and to suspend the PPA renegotiations would benefit the bond market, the people would be at the losing end.

"Bond investors in the IPPs are only a fraction of the population while the larger chunk of the citizens are at the losing end if the windfall profit levy and the renegotiations are not carried out," he said.

TNB Response to email: “How TNB Cheat the Public Money”

We refer to a recent e-mail that has been widely circulated to the public recently. We would like to apologise to our customers for any confusion that the email has caused.

As the sole electricity provider in the country, we are very concerned about the allegation made by the e-mail originator which has accused of TNB cheating its customers through its billing system. At TNB we always take great care to ensure that customers are billed accurately. It is never the company’s intention to confuse or to cause any inconvenience to the public with its billing system.

It seems that the situation as described in the email has risen because of a lack of understanding by the customers regarding the TNB billing system. Also it would have been explained clearly had the customer’s contacted TNB directly to rectify the matter.

Nevertheless, for the purpose of clarification, TNB practises a monthly billing to its customer. Currently the approximation of the billing figure is done though a physical inspection of electricity meter. The printing of the bill is done through a handheld device carried by TNB meter readers.

On the printed bill, the type type of reading is displayed in the middle right section on the bill (Please refer to illustration). If the bill is read normally, the bill will carry the letter “N”. Estimate readings will carry the letter “E”, Special readings (“S”), Average readings (“A”) and Final Reading (“F”).

An Estimate reading will be made in cases where the TNB meter reader was unable to read the meter due to some unforeseen circumstance, for example:

-Premise is locked
-The presence of obstacles or dangerous items or animals (eg dogs)
-Bad Weather

In any of these incidents, TNB meter reader will provide an estimate reading of the bill. However, TNB will only give estimate readings of up to three consecutive months. In the fourth month, should the same situation arise again, TNB takes the initiative to make arrangements with the owner to allow the company’s representative to take an actual reading of the meter usage.

The estimated billing system was introduced for our customers’ convenience, while ensuring that the bills are accurately read as often as possible.

In any case, TNB would like to insist that its customers still check their bills thoroughly before paying them. In the case of any confusion or query, the customer should seek advice from the nearest Kedai Tenaga.

This is TRUE story.

Do you check you TNB bill? Just check how much to pay and how many used is no enough……
Do you compare the Meter reading on section ‘DAHULU’ (Red circle) with previous month?

In this case, the April bill on DAHULU section is 29128, SEMASA is 29380. After paid the bill, the problem come…. The May bill come, the DAHULU section by right should show 29380. BUT NOW, it still show 29128 same per last month.

If we don’t compare with last month, frankly, I had HAPPILY paid for the bill and TNB had HAPPILY got the extra RM72 from me. At last, all the TNB shareholder got smart dividend from our hard earn money.

Due to this bad service….I plan to change service provider. Opps…there is no alternate service provider. The alternate is buy your own generator, use candle…I guess no one will go for the alternative service provider….

So… please check your bill and compare it month by month. Our PM always try very hard and tell us we have to very SMART SPENDING & MUST compare….. .. His motive is very good. Cause he knew that something will happen and lot Giant company might use a VERY SMART way to COLLECT Money from general public. Thanks to our great PM……I really compare the price always…..and notice the brilliant idea from TNB. I am not sure it is mistake? But I don’t think is human error…

Now, better part is, this is computer error. If you don’t discover this, then you pay for the EXTRA (this case, we got to pay extra RM72.80). If you notice the problem….easy, just refund to you, BUT do you know how time consuming and trouble to get the refund? Why their mistake is our cost? why there is no compensation on their mistake?

The BEST part, how many people know they are actually, happily OVER PAID?

When TNB officially want to increase the unit price….everybody jumping and compliant. How they going to get extra and no people complaint? This is an art….

This is the evolution of TNB billing system…..let the computer system do the mistake….. and the mistake MUST FAVOURABLE to the company.

Come….we should proudly said : Malaysia Boleh, Cause we really BOLEH!!
